What is the cheapest scooter/moped can I buy that would not require a plate and yearly license fee? - canoe license ohio

I live in Michigan, and I want to use the scooter / in Michigan and Ontario, Canada scooter. (I only use my car to travel by canoe to get to. 20-30miles/hr If only, that is fine.)

    If you have a valid operator or chauffeur license, you can ride a moped on public roads. If you do not have a valid operator or chauffeur license and at least 15 years, you can request a moped license at a Secretary of State branch office. They are not for a moped license if the operator or driver's license is suspended, revoked or denied if the medical suspension for a reason.
