I live in Michigan, and I want to use the scooter / in Michigan and Ontario, Canada scooter. (I only use my car to travel by canoe to get to. 20-30miles/hr If only, that is fine.)

If you have a valid operator or chauffeur license, you can ride a moped on public roads. If you do not have a valid operator or chauffeur license and at least 15 years, you can request a moped license at a Secretary of State branch office. They are not for a moped license if the operator or driver's license is suspended, revoked or denied if the medical suspension for a reason.
If you are a moped operator, you must observe the traffic at that operators of motor vehicles. A moped is a two or three wheels with an engine capacity of not more than 50-cubic-producing two brake horsepower or less.
